Savagery in Lord of the Flies

Each student is required to participate actively in this forum.  Consider the Golding quote in the introduction:

"The moral is that the shape of a society must depend on the ethical nature of the individual and not on any political system however apprently logical or repsectable."

Is any individual blameless in the death?  Are they all truly "savages?" Can their rules and laws save them now? Please explain your ideas clearly.
